Prior to joining LIM, Ms. KANG Leap is the Founding Partner, Attorney-at-Law and Tax Agent of HML Law Group & Consultant and HML XAT Consulting Co., Ltd. She specializes in taxation, banking and finance, capital market, corporate commercial, real estate and construction, trust and intellectual property as well as also offers dispute resolution and litigation capabilities pertaining to these fields. With her master degree of International Business Law, bachelor of Business Administration, and Certified Accounting Technician (CAT) as well as her continuously practical experience in such fields for more than 20 years, she has earned recognition as a highly qualified attorney who offers analytically robust legal and tax advice with representation tailored to clients’ specific needs.

Hallmark of her works can be demonstrated through notable accomplishments such as supporting the Securities and Exchange Regulator of Cambodia (Ex-SECC) in achieving membership in the International Organization of Securities Commissions (IOSCO), assisting the largest Cambodian entertainment company on its Initial Public Offering (IPO), valued at USD 369 million and USD 3.5 billion respectively, to be listed in Hong Kong Stock Exchange, and enabling it to become the first Cambodian company to issue offshore bonds, raising USD 300 million as well as providing advisory support to investors for the initial market entry, insurance, banks, payment service institutions, airline, footwear and other businesses.

Furthermore, Ms. Leap possesses strong competencies, including an extensive local network with government officials across all levels, from commune, district and provincial to ministry levels, in various fields. Internationally, she excels in negotiation and cross-cultural communication skills.

• Advised and assisted SERC (Ex-SECC) on membership application to International Organization of Securities Commission (IOSCO)
